The Pennsylvania Gaming Control Board (PGCB) has scheduled a public hearing for 3 April 2025 to gather input on the licence renewal of Greenwood Gaming and Entertainment, the operator of Parx Casino in Bucks County and the Mountainview Thoroughbred Racing Association, the operator of Hollywood Casino Morgantown in Berks County.
The hearings, set to take place at the Bensalem Township Municipal Building and Caernarvon Township Building, will provide an opportunity for residents, public officials and community groups to voice their perspectives on the casino’s operations.
Individuals wishing to speak at the hearing must register by noon on 1 April 2025 through the PGCB’s website. Written comments can also be submitted via email, fax or mail. A list of registered speakers will be published online prior to the hearing.
Under Pennsylvania’s gaming regulations, casino licences must be periodically renewed. The renewal process consists of two stages: an initial public hearing in the casino’s host community to collect testimony and evidence, followed by a separate session in Harrisburg where board members will review findings and question the applicant.

The hearing takes place as Pennsylvania’s gaming industry continues to grow. In November 2024, total gaming revenue reached $562.4m, reflecting a 26.06% year-on-year increase. While iGaming revenue climbed to $200.5m and sports wagering revenue surged 498% to $77.1m, revenue from retail table games declined by 2.45%.
Following the hearings, the PGCB will determine whether Parx Casino and Hollywood Casino Morgantown meet the requirements for a five-year license renewal. The board has stated that the burden of proof is on the applicant to demonstrate compliance with licensing conditions and state regulations.
