Macau Chief Executive sets out legal approach to satellite casino transition

Macau Chief Executive Sam Hou Fai has confirmed that the Government will handle the conclusion of the satellite casino transition period according to established legal procedures.

Following his policy address, Hou Fai told reporters that authorities will ensure the process remains orderly and compliant with existing regulations. He called on concessionaires operating satellite venues to take proactive steps in preparing for the transition and to assume responsibility for their employees' future arrangements.

Hou Fai highlighted that the legal framework already sets out clear guidelines for handling the matter and affirmed that the Government would act accordingly. He stressed that it is the duty of the relevant gaming companies to formulate appropriate contingency plans and ensure staff are protected during the process.

The Chief Executive also reiterated the importance of promoting responsible gaming and enhancing smart regulation within the sector. Concessionaires will be expected to pursue non-gaming investments, with greater emphasis placed on supporting projects in Macau and Hengqin that align with national development priorities. Evaluation metrics will be introduced to assess the effectiveness of such initiatives, alongside regular reviews of contractual commitments.

In terms of tourism, the Government plans to establish new overseas economic and cultural offices in Southeast Asia, Northeast Asia, South Asia, and South America. These offices will work to strengthen Macau’s visibility and connectivity in key international markets.

Efforts to expand Macau International Airport’s flight network will continue, along with initiatives to attract foreign visitors through fare discounts and improved regional transit options. The city also intends to host large-scale influencer events to reinforce its profile as a global destination.
