Key points:

- The Philippine gaming market has generated a GGR figure of PHP 104.12bn for Q1 2025

- This number, primarily driven by electronic gaming revenue for the first time, represents 27.4% year-on-year growth

- This report marks one of the first indicators as to the market’s health following the recent POGO-ban

In one of its first national industry reports post-Philippine offshore gaming operator (POGO) ban, the Philippine Amusement and Gaming Corporation (PAGCOR) has posted a Q1 2025 revenue figure of PHP 104.12bn ($1.8bn) for the market.

As such, this sum indicates an upswing of 27.4% for the market when compared to results from the first quarter of the prior year, primarily driven by rising popularity in e-games, which drove out a total GGR figure of PHP 51.4bn. This figure accounted for the largest percentile of the overall revenue sum at 49.4%, making it the first time that electronic games have accounted for the majority of a quarterly revenue figure in the Philippine gambling market.

Previously, the landscape has been dominated largely by the nation’s licenced land-based casinos which did, indeed, fall closely behind e-games in GGR during the quarter, generating a total of PHP 49.3bn – 47.3% of the overall GGR figure. Finally, PAGCOR-operated casinos produced PHP 3.45bn in revenue, accounting for the remaining 3.3% of the nation’s overall revenue figure.

Elsewhere, PAGCOR also posted the Philippine gaming industry’s FY 2025 financial results in March – highlighting 25% year-on-year growth despite the nation’s recent POGO ban. The ban, which followed a near yearlong debacle pertaining to illegal offshore operators, came with a caveat of concern from some that it would take some time for the market to recover. However, these latest Q1 results highlight that the market has continued to grow in spite of the ban.

Good to know: Last month, Bloomberry Resorts announced plans to launch a new electronic gaming platform in the hopes of offsetting losses suffered from due to the POGO ban

Indeed, this latest update comes exactly a week after PAGCOR released its own revenue figures for the first quarter of 2025, highlighting a company revenue increase of 11.2% year-on-year to PHP 28.07bn.

As part of this release, the organisation also vowed to continue in the strengthening of its commitments to CSR causes.
