The group said they will begin the preparations for the opening during the second half of the next year, stating: “The group expects to commence the hiring process in respect of the Emerald Bay’s gaming and hotel operations and fill a number of managerial and administrative roles within the company’s principal office in the fourth quarter of 2021."

The construction began in December 2017. The first phase is set to include a five-star hotel with 838 rooms, 18 restaurants and a dedicated gaming floor, which contains 146 gaming tables and 1,186 slot machines. PH Resorts is currently designing one more resort in Clark Freeport Zone called the Base.

The group also revealed a subsidiary Donatela Hotel Panglao Corp aims to expand its Donatela Hotel to improve the operations. The company said the resorts “are expected to expand the integrated tourism resort and casino offering in the Philippines.”

The pushback was announced in PH Resorts Group’s Q1 financial results. The company also revealed a net loss of Php138.6m ($2.8m), compared to Php59.3m of the previous year. Operating revenue dropped by 55% to Php9.5m.
