Inspectors from the Victorian Gambling and Casino Control Commission (VGCCC) will be present trackside and in gaming venues to crack down on “high-harm breaches.”

After two years without crowds, the Spring Racing Carnival has returned as normal, but while the mood will in all likelihood be celebratory, bookmakers must still abide by Victorian rules.

Consequently, the VGCCC has issued a reminder and warning. Bookmakers at both metropolitan and regional race meetings have been told not to accept bets from intoxicated patrons or anyone under 18.

They are also prohibited from accepting bets placed on behalf of anyone under 18, and must have on hand all required documents, such as their ID, a valid registration and their responsible gambling code of conduct.

Inspectors will operate on a “zero tolerance” policy if any deliberate breaches are uncovered, said VGCCC Chief Executive Annette Kimmitt.

“Complying with Victoria’s gambling laws is a bare minimum,” she remarked. “This spring racing season, we want to see industry participants step up to both their legal and social obligations and expect gaming operators to protect the community from gambling harm.”

The VGCCC will also monitor gaming venues during the Spring Racing Carnival to ensure electronic betting and gaming machines are being supervised.

Kimmitt continued: “Now that we have warned bookmakers and Tabcorp we will be watching, we will not shy away from taking strong action including fines and other regulatory action.”
