The National Gaming Authority (ANJ) has assessed the action plans submitted by licensed gambling operators in France, evaluating their efforts to combat fraud, money laundering and terrorist financing.

The review found that most operators have made notable progress in compliance, aligning with the recommendations issued in 2024.

However, ANJ has identified areas that require further improvement and has set specific requirements for 2025.

French law mandates that gambling operators submit annual action plans outlining their anti-money laundering (AML) and counter-terrorism financing (CFT) measures. This process allows ongoing dialogue between ANJ and operators, aiming to ensure regulatory compliance and identify areas for enhancement.

The plans were reviewed against the regulatory framework established by the decree of 9 September 2021.

In 2024, ANJ monitored operators’ progress through individualised evaluations and compliance support interviews. As a result, improvements were noted in anomaly detection systems, resource allocation and the quality of reports submitted to TRACFIN, France’s financial intelligence unit.

Additionally, some operators have committed to strengthening their AML/CFT measures in 2025 by increasing staff, enhancing professional training and refining internal control mechanisms.

Despite these advancements, ANJ has urged operators to continue strengthening their compliance measures.

For 2025, key focus areas include improving the accuracy of submitted information, tightening oversight of exclusive-rights operators’ retailers, enhancing risk-based alert systems and increasing both the quality and quantity of TRACFIN reports.

To try and ensure the effectiveness of these commitments, ANJ will implement a monitoring program aligned with financial regulations.
