Australia: ACMA issues formal warnings to Hollycorn NV and Stellar
Offshore gambling providers found in breach of the Interactive Gambling Act.
Key points:
– The Australian Communications and Media Authority (ACMA) has issued formal warnings to Hollycorn NV and Stellar for contraventions of the Interactive Gambling Act 2001 (IGA)
– Both companies offered prohibited gambling services to customers in Australia without the required authorisation
The Australian Communications and Media Authority (ACMA) has issued formal warnings to Hollycorn NV and Stellar for breaches of the Interactive Gambling Act 2001 (IGA).
Firstly, Hollycorn NV was found to have contravened subsection 15(2A) of the IGA. An investigation confirmed that Slot Mafia, accessed via slotmafia.com, offered prohibited gambling services to customers in Australia, including casino-style games of chance and mixed chance and skill.
Hollycorn NV previously received a formal warning in May 2025 for similar contraventions involving unlicensed gambling services offered to Australian customers through its Neospin platform. The operator was also warned in April 2025 over unlicensed gambling via Neospin.
Secondly, Stellar breached subsections 15(2A) and 15AA(3) of the IGA. The ACMA determined that Spinanga, available at spinanga4894.com/au, offered prohibited gambling services and regulated wagering services without holding a licence issued under Australian state or territory law.
Good to know: Non-compliance can result in civil penalties, injunctions and blocking of services within Australia
Both services were accessible to customers physically present in Australia, creating an Australian-customer link as defined under the IGA.
The ACMA’s findings highlight that offshore gambling operators must comply with Australian legislation. Offering prohibited or unlicensed gambling services to Australians constitutes a civil penalty contravention under the IGA.
Formal warnings are one of a range of enforcement actions available to the ACMA. Other measures include civil penalties, injunctions and service blocking for non-compliant operators.
