KSA releases Supervisory Agenda 2025, highlights underage gambling and advertising rules

Kansspelautoriteit (KSA), the Dutch Gaming Authority, has published its Supervisory Agenda 2025.
As per the report, the KSA will focus on four key pillars this year: Underage gambling, combating the illegal supply of gambling, advertisements and the supervision of its duty of care.
The Authority will begin this strategy by looking into how young adults are introduced to gambling by providers and how they are still able to create accounts at licensed sites.
The KSA will conduct an investigation into the registration process of different providers and identify whether simple identity fraud can be used to sign up at the online platforms.
As part of its duty of care, the KSA has also confirmed it will expand this to land-based gaming halls and casinos as the year progresses.
A key example of this is Alimaniere, which was fined €1.1m ($1.1m) yesterday for illegally operating in the country. Several aggravating factors were mentioned, including the absence of an age verification system, which would allow minors to sign up to the site.
A greater emphasis will also be placed on the peripheral sphere of illegal operators, such as promotors and affiliate sites.

Finally, the jurisdiction saw several changes to its advertising rules last year, which were correlated with several violations.
To combat this, the KSA will offer additional guidance for the new year, while also cracking down on influencers who repeatedly breach prohibited advertising laws around gambling.
