The Victorian Parliament has passed the Gambling Legislation Amendment (Pre-commitment and Carded Play) Bill 2024, marking a significant development in the state’s efforts to strengthen harm minimisation in gambling.

As reported by the Victorian Gambling and Casino Control Commission (VGCCC), the legislation was passed on 27 May 2025. The accompanying trial for the mandatory pre-commitment system, also known as ‘carded play’, has been postponed. Originally scheduled for May to June 2025, the trial will be rescheduled to a later date. 

Carded play is intended to require gamblers to register and use a personal player card before accessing gaming machines. The system allows players to set time and spending limits, thereby improving personal control and reducing gambling harm.

The government stated that the delay will allow for the assessment of other jurisdictions’ approaches, alongside the consideration of technology-neutral solutions. This will ensure the framework is effective and adaptable to Victoria’s regulatory environment.

Further ministerial directions and supporting regulations are expected to be developed in consultation with industry representatives, venue operators and harm minimisation experts. The Government reaffirmed its commitment to advancing responsible gambling initiatives while maintaining flexibility to tailor the scheme for long-term success.
