The schemes are orchestrated by Chinese criminal syndicates and often operate from abandoned casinos and unfinished buildings.
Reporters visiting Sihanoukville and Phnom Penh between 18 and 20 July observed heightened security around certain complexes, where balconies were sealed off and surveillance systems were in place. Locals warned visitors of the area’s criminal reputation, noting a visible influx of Korean gang members in recent months.
South Korean nationals, particularly young adults seeking easy income, are recruited under the guise of simple overseas jobs. Many willingly participate, earning US$2,000 to US$3,000 monthly plus bonuses. Passports are often confiscated to restrict movement. Cambodian police say recruitment is increasingly voluntary rather than forced.
The scam centres are structured like corporations, with Chinese leaders overseeing operations and Koreans handling Korean-language communication and technical tasks. Roles are divided among teams responsible for impersonation, malware distribution, fund transfer and money laundering.
