Maryland Lottery withdraws Intralot Award after procurement review

The Maryland Lottery and Gaming Control Agency (MLGCA) has withdrawn its Notice of Award issued to Intralot for the state’s Lottery Central Monitoring and Control System contract, following a reassessment of the proposal’s compliance with procurement rules.
In a statement released 1 August, the agency said that while all three bidders had initially been deemed compliant, a subsequent review revealed that Intralot’s proposal did not fully meet the requirements set out in the Request for Proposals (RFP) or state procurement law.
Maryland Lottery and Gaming Control Agency Director John Martin said: “As an independent agency, our review process is designed to ensure that proposals don’t advance without meeting all requirements. Upon determining that our initial assessment was incorrect, we have taken appropriate action to move forward with the procurement process in accordance with procurement law.”
The original recommendation in favour of Intralot had been approved by the Maryland Lottery and Gaming Control Commission on 15 July, based on the evaluation committee’s assessment. That approval has now been rescinded.

Following the withdrawal, the agency has notified Scientific Games, ranked second in the evaluation, that it is now considered the recommended offeror. The procurement process remains active and the contract has not yet been finalised.
In April 2025, the MLGCA was involved in separate legal action with prediction market platform Kalshi, which filed for a restraining order after receiving a cease-and-desist order from the Commission.
