Brazil’s sports betting bill gains momentum with new Rapporteur

In a move towards regulating the sports betting market in Brazil, Senator Angelo Coronel has been appointed as the new Rapporteur for Bill 3626/23.

The Bill aims to establish a regulatory framework for sports betting and online gaming.

Senator Coronel is known for his active stance in supporting the legalisation of various forms of gambling in Brazil.

He had previously served as the Rapporteur for Bill 186/2014, which sought to legalise casinos in the country.

Bill 3626/23 had been previously approved by the Chamber of Deputies Plenary, with a total of 49 amendments made within the Senate’s Sports Commission (Cesp). The bill is now in the process of being reviewed by both the Economic Affairs Committee and Cesp, with a specified timeframe of 45 days.

After a thorough examination by these committees, the proposal will be taken up by the Senate Plenary. Following 11 November, the legislative agenda will proceed as per the constitutional urgency regime, aiming to bring clarity to the sports betting sector.

The effort to regulate sports betting in Brazil has been ongoing for several years. In July 2023, President Luiz Inácio Lula da Silva signed Provisional Measure No. 1,182, which laid the foundation for sports betting regulations in the country.

This measure, known as ‘Medida Provisória’ in Portuguese, allows the President of Brazil to enact policies that can be fast-tracked to Congress.

The sports betting market in Brazil has grown steadily, driven by offshore operators, due to the absence of federal regulations.
