Tabcorp fined AU$4.6m fine by Victorian regulator

Australian racing and wagering company Tabcorp was fined AU$ 4.6m ($3.09m) by the Victorian Gambling and Casino Control Commission (VGCCC) for breaching the state’s gambling code.

According to Australian news media, the VGCCC found that the company had failed to adequately train its staff in responsible gambling.

One instance had its staff sending direct marketing materials to a customer who had explicitly chosen not to receive said materials. The second involved a Tabcorp account manager offering a deposit match promotion of AU$2,000 to a client flagged as a problematic gambler during a phone call.

VGCCC chair Fran Thorn said the multi-million dollar fine represented the most “egregious” case in a long series of breaches by Tabcorp.

“It (AU$ 4.6m) is the largest fine we’ve ever levied on Tabcorp…we could have gone as high as AU$ 9.1m.”

Thorn said Tabcorp’s breaches occurred between 2020 and 2023 and “reflected ‘systemic’ failures which included ‘significant harm to a customer.’”

“This action is indicative of a culture in which the licence holder’s harm minimisation obligations were not taken seriously,” Ms Thorn added.

Tabcorp was given by the VGCCC until the end of 2025 to fix its systems and prevent further breaches.

Tabcorp’s latest update included an agreement between 1/ST Content, Tabcorp, Arena Racing Company (ARC) and Racecourse Media Group (RMG) to cover racing across international markets.

Meanwhile, Australia’s ACMA has recently blocked several affiliates for breaching the Interactive Gambling Act 2001.
