Civil lawsuit against Resorts World Las Vegas and Scott Sibella dismissed

A federal judge in Nevada dismissed claims by high-stakes gambler Robert Cipriani, who alleged Resorts World Las Vegas allowed felons to gamble and failed to address his concerns.

A US District Court judge has dismissed a lawsuit filed by Robert “RJ” Cipriani against Resorts World Las Vegas and Scott Sibella, the property’s former president.

The legal case, which involved claims of negligence, civil conspiracy and intentional infliction of emotional distress, was thrown out on the grounds of insufficient evidence.

Judge Miranda M Du’s ruling concluded that the lawsuit did not demonstrate how Resorts World or Sibella could be held liable for the actions of a third party, identified as Robert Alexander, a former Las Vegas businessman with a history of fraud convictions. 

The lawsuit, initially filed in 2023, alleged that Resorts World and Sibella were aware of Alexander's activities at the property and that management failed to address Cipriani’s concerns. 

Cipriani, who is known online by the handle RobinHood702, claimed he was harassed by another patron after raising the issue. Judge Du dismissed the suit with prejudice, preventing Cipriani from re-filing the case.

Cipriani stated: “I respectfully disagree with Judge Du’s decision. It gives the green light to all Nevada casinos, especially Las Vegas casinos, to turn a blind eye to behaviour that can endanger guests.”

Earlier in August 2024, the Nevada Gaming Control Board (NGCB) filed a separate complaint against Resorts World Las Vegas and its parent company, Genting Berhad, alleging that the property permitted individuals with ties to illegal bookmaking and organised crime to gamble on the premises. 

The NGCB’s ongoing investigation has brought further scrutiny to the resort's operations, with accusations that management may have ignored or inadequately addressed suspicious activity.

Good to know: Neither Resorts World nor Sibella’s legal representatives responded to requests for comment on the recent court ruling. 

Since opening in June 2021, Resorts World has faced various legal challenges, including allegations from the NGCB concerning violations of anti-money laundering protocols.

The property has been a focal point in broader legal and regulatory issues, with state gaming authorities continuing to monitor compliance across the industry. 

The dismissal of Cipriani’s lawsuit does not conclude all legal matters related to the resort, as the NGCB’s complaint remains under review.
