The Brazilian Prizes and Betting Secretariat of the Ministry of Finance (SPA) has launched its regulatory agenda for the 2025-2026 period, which established 13 subjects that will be regulated during the year.
It was firstly started by public consultation during February and March 2025, where more than 200 initiatives were received, most of them through the platform Participa + Brasil and the rest through a public audience.
One of the most important items is the creation of a database of people excluded from the fixed-odds betting market: the goal is to bring together those who have self-excluded due to gambling disorders, as well as individuals barred from placing bets, including athletes and SPA personnel responsible for overseeing fixed-odds betting regulation.
In addition, the SPA also gave greater priority to the topic of support services for individuals with gambling disorders, moving it ahead of the previously prioritized point regarding improvements to the inspection process.
This marks SPA’s second agenda release. The first focused on establishing regulations for the fixed-odds betting lottery modality, legalised in late 2023. The measures from that initial agenda helped set up the regulated fixed-odds betting market, which officially began operations on January 1, 2025.
The new agenda updates several points from the 2024 version and also covers other topics managed by SPA, such as the Instant Lottery (Lotex), commercial promotions.
