The Philippine Amusement and Gaming Corporation (PAGCOR) has renewed its warning to the public about fraudulent gaming certifications, this time involving Lucky 7 Bingo Corporation.
While the company is a legitimate operator of E-Games venues, reports have emerged linking it to unauthorised lottery agreements marketed under a fake offshore gaming licence.
According to PAGCOR, individuals have been approached with offers to join the “Lucky 7 Bet Lottery Platform” with the promise of earning up to PHP50,000, in exchange for an upfront deposit of PHP3,000. PAGCOR has confirmed that the licence cited in these transactions is counterfeit.
Good to know: PAGCOR has not issued any offshore gaming licences since the formal ban on such operations took effect on 31 December 2024. Lucky 7 Bingo Corporation holds a valid licence to run physical E-Games venues as of April 2025 but has no authority to operate or promote any offshore or online betting activities
Atty Jessa Fernandez, head of PAGCOR’s Offshore Gaming and Licensing Department, stressed that the agreements being circulated are entirely fraudulent. She reiterated that Lucky 7 Bingo Corporation has no right to offer any offshore gaming services and that the documents used in the scheme are fake.
PAGCOR also reminded the public of earlier advisories regarding fake websites and messages impersonating PAGCOR officials, urging everyone to remain cautious and report suspicious activity.
