The Arizona Lottery Commission has approved a rule change that limits the excessive purchase of Fast Play instant tickets, following concerns over fairness and potential abuse of the game’s structure.
The new rule, titled “Prohibition of Bulk Ticket Purchases,” allows the Lottery to disqualify claims associated with purchases that exceed $50,000 within a 24-hour period. The policy applies to both individuals and coordinated groups acting in concert.
According to Arizona Lottery Executive Director Alec Thomson, the changes are intended to support equal access and prevent manipulative purchasing behaviours that could reduce confidence in the Fast Play product line.
Thomson said: “Our goal is to ensure that every player has a fair chance at winning and that the integrity of our games remains strong.”
Fast Play games operate similarly to instant tickets but are printed on demand and reveal results immediately.
The Arizona Lottery stated that while the games are designed for casual, spontaneous play, recent patterns in high-volume purchases raised concerns about possible exploitation and prize concentration.
Under the updated policy, players found to have breached the cap may have their winnings denied under Arizona Revised Statute 5-554(B)(3). The Lottery will investigate potential violations using internal tools, retailer reports and surveillance resources, with penalties enforced at its discretion.
