Lithuanian regulator fines Amber Gaming €15,000 for contract termination violations

Key points:

– Lithuanian gambling regulator fined Amber Gaming €15,000 for improperly terminating remote gambling contracts with customers without proper justification

– The penalty followed complaints from nine customers and extensive regulatory inspections conducted between 2024 and 2025

The Gaming Supervisory Authority under the Ministry of Finance of the Republic of Lithuania has imposed a €15,000 ($17,500) fine on UAB Amber Gaming for violating Article 18(1) of the country’s gambling law.

The penalty stems from the company’s improper termination of remote gambling contracts with multiple customers.

The regulatory action followed complaints from nine individuals who reported that Amber Gaming had terminated their remote gambling contracts.

Subsequently, the supervisory authority conducted unscheduled special inspections of the company between 2024 and 2025, examining compliance with gambling regulations.

According to the regulator’s findings, Amber Gaming failed to follow procedures outlined in its own internal regulations when handling customer relationships.

The company did not take the required actions as specified in its protocols, nor did it amend or supplement these regulations when it determined existing measures were insufficient to manage identified risks.

Good to know: The supervisory authority’s decision is not final and may be appealed through procedures established under Lithuania’s Administrative Procedure Law

The authority determined that Amber Gaming terminated remote gambling agreements with clients despite not identifying any violations of gambling regulations or other legal requirements in those customers’ activities.

The supervisory authority’s order thus stated that the company’s actions did not comply with gambling regulations, constituting a violation of the gambling law.

This enforcement action occurs amid Lithuania’s broader regulatory tightening, including recent investigations into TopSport for unauthorised advertising practices following July amendments to gambling sponsorship laws that restrict the use of gambling brands in sports partnerships.
