Key points:
- The KSA has reaffirmed its commitment to responsible gaming, launching new deposit limits and addiction prevention initiatives
- Efforts to combat illegal gambling will be intensified in 2025, including potential website blackouts and stricter advertising regulations
The Dutch Gaming Authority (KSA) has demonstrated its player protection efforts in its 2024 annual report while outlining plans for the years ahead.
According to the report, player safety remains the regulator's primary focus as the Dutch gambling market continues to evolve.
Building on its ‘2024-2028’ strategy (which was published in 2024), the KSA implemented several player-centric measures last year, including a new responsible gaming policy featuring deposit limits.
The regulator also established an Online Duty of Care team and launched consumer awareness campaigns about gambling risks.
Looking ahead to 2025, KSA plans to further prioritise addiction prevention through a dedicated team.
The regulator will professionalise the Gambling Counter and continue promoting awareness of Gokstop (the Cruks deregistration register) through consumer campaigns.
Good to know: The annual report indicates a significant slowdown in online market growth, with just 4.9% expansion in 2024 compared to 28.9% in 2023. Meanwhile, the lottery and betting sector grew by 5.8%, slightly up from 3.5% in 2023
The KSA has also intensified efforts to control illegal gambling operations. In 2024, the regulator targeted influencers and newspapers promoting unlicensed gambling sites. These efforts will continue in 2025 with a focus on dismantling infrastructure supporting illegal providers.
Finally, KSA is advocating for expanded powers, including website blocking capabilities and revised advertising regulations to more effectively combat unauthorised operators.
