The Philippine Amusement and Gaming Corporation (PAGCOR) has opposed proposals for a total ban on online gambling – naturally – instead advocating for stronger regulatory controls to curb illegal operations and enhance player protection.

In an interview with One News, PAGCOR chairman Alejandro Tengco said regulation offers a more effective solution than prohibition.

Tengco noted that, in 2024 alone, online gaming generated approximately PHP 50bn, with half of that revenue allocated to social services including healthcare, sports development and drug prevention programmes.

To reinforce safeguards, PAGCOR is preparing to implement artificial intelligence technologies to track player behaviour, enforce responsible gaming and verify user identities. “If a player is losing excessively or spending unusually, their account may be flagged or suspended,” Tengco said.

PAGCOR says it is also tightening controls on advertising. A formal agreement with the Ad Standards Council will be signed on 16 July, extending regulation to billboards and digital ads, including those aired during primetime television hours between 5.30pm. and 8.30pm.

The agency is working with the Department of Trade and Industry and the National Telecommunications Commission to address public complaints over pre-installed casino apps and digital marketing aimed at underage users.

Meanwhile, the Department of Finance is preparing a new taxation framework for online gambling, with further details expected to be announced soon.

The Bangko Sentral ng Pilipinas has also confirmed it will issue guidance requiring banks and e-wallet providers to adopt measures mitigating online gambling risks.
