KSA strengthens oversight of gambling permit database

Key points:

– The KSA has conducted data quality checks on all active licence holders

– Licence holders are required to address any identified deficiencies promptly

The Dutch Gambling Authority/Kansspelautoriteit (KSA), has increased supervision of the Control Database (CDB) for licence holders, highlighting the importance of accurate, complete and verifiable data.

This step supports the KSA’s role in overseeing the organisation of remote gambling under the Gambling Act (Wok) and other relevant regulations.

The Gambling Act (Wok) is the Dutch law that regulates all gambling, including online betting. It sets out rules for licensing, fair play and player protection, giving the KSA the authority to monitor and enforce compliance.

Reliable data in the CDB is essential for monitoring compliance effectively. Automated checks were recently carried out on all active licence holders.

These checks identified one or more potential deficiencies for each licence holder, which vary in nature, severity and frequency.

Good to know: Keeping data accurate and up to date is a legal requirement under the Gambling Act and follow-up inspections will assess whether identified deficiencies have been addressed

Like the KSA’s CDB, the Ireland-Gibraltar MoU aims to use accurate operator data to support cross-border oversight and enforce consistent licensing standards.

Licence holders are expected to correct any identified deficiencies promptly to maintain compliance. The KSA will follow up with inspections in the coming quarter to verify that corrections have been made and that the CDB is functioning as required.

Prior to its intensified supervision of licence holders’ Control Database (CDB), the KSA had issued a warning to TonyBet for offering prohibited football-related betting markets. Similarly, ZEbet and Starcasino were warned after temporary withdrawal issues, highlighting the regulator’s ongoing monitoring and enforcement of compliance.
