Messaging platform Viber has pledged to work with Philippine regulators to ensure its advertising policies on gambling align with local laws, as reported by ABS-CBN News.

In a statement, Rakuten Viber said its current guidelines permit gambling-related promotions only in jurisdictions where such activities are legal. The company added it is seeking the advice of relevant authorities in the Philippines and will adjust its approach once guidance is issued.

According to its publicly available policy, Viber allows limited advertising for activities such as online and offline casinos, lotteries, poker and sports bingo. However, advertisers must first obtain the platform’s written consent and demonstrate compliance with all licensing, jurisdictional and age-related requirements.

The Department of Information and Communications Technology (DICT) said earlier this week that it is monitoring messaging apps and e-commerce platforms over possible involvement in online gambling. DICT Secretary Henry Aguda warned that platforms could face suspension or banning if violations are uncovered.

Viber emphasised that while certain advertisements may be approved, the app does not facilitate gambling itself. “We do not host gambling or offer features that enable online gambling directly in the app, and we do not provide or process payments for any gambling service,” the company said.

Rakuten Viber also noted that it works exclusively with “carefully selected partners” to ensure user safety and compliance with domestic regulations.
