The Philippine Amusement and Gaming Corporation (PAGCOR) is considering the use of artificial intelligence (AI) to improve its oversight of online gambling, including efforts to identify individuals showing signs of addiction or submitting altered identification documents.

As reported by The Philippine Star, PAGCOR chairman Alejandro Tengco said during a budget hearing that the agency is currently evaluating several AI-powered systems. One of the tools under review is an e-KYC (electronic know-your-customer) solution capable of detecting tampered ID documents, with the goal of reducing fraud and preventing underage registrations.

Tengco said some of the technology being studied also includes behavioural tracking capabilities. These can monitor user activity in real time and identify patterns linked to problem gambling. If such patterns are flagged, the platform may automatically initiate a “cooling period” where the user’s account is suspended until further review.

Good to know: In parallel with PAGCOR’s efforts, local digital advocacy group Digital Pinoys has launched a new reporting function on its website

The tool allows users to submit information related to illegal online gambling, including influencer endorsements and unauthorised advertising on social media platforms.

The submissions will be cross-checked against PAGCOR’s list of approved online operators. 

Authorities and watchdogs have continued to face challenges in regulating online gambling as the industry expands. With the help of AI tools, PAGCOR hopes to strengthen compliance, minimise fraud and improve player protection in the long term.
