Thailand’s Government Lottery Office (GLO) is evaluating whether to introduce a “lotto-style” lottery scheme, which would mark a shift from its current state-managed system. 

According to the Finance Ministry, the proposed model would mirror international practices where unclaimed jackpots roll over into subsequent draws.

Unlike the existing six-digit lottery and N3 lottery, the new scheme could permit private companies to oversee ticket issuance, draws and payouts, which would represent a significant departure from the GLO’s current monopoly on managing all lottery operations in Thailand.

The N3 lottery was designed to compete with the country’s underground lottery system by offering three-digit prizes similar to informal betting practices. 

However, despite being priced at only THB20 ($0.6) per ticket, sales have underperformed. Out of a cap of six million tickets per draw, only about two million are typically sold.

Authorities believe expanding the number of authorised sellers beyond the current 4,000 could help boost sales. By contrast, the six-digit lottery has far wider reach, with 30,000 authorised sellers.

The GLO is also gathering public opinion on possible amendments to its governing law, which would allow product development and potentially pave the way for a formal launch of the lotto-style system. 

While proponents argue the move would modernise the lottery and attract new players, critics caution that increased private involvement could complicate oversight.
