Brazilian Ministry of Finance grants fixed-odds betting licence to TQJ-PAR Participações Societárias SA

Brazil’s Secretariat of Prizes and Bets (SPA), part of the Ministry of Finance, has authorised TQJ-PAR Participações Societárias SA to operate fixed-odds betting under Brazil’s recently implemented regulatory framework.
The authorisation, published in the Official Journal of the Union on 23 June 2025, grants TQJ-PAR permission to offer virtual and hybrid betting services until the end of 2029.
The licence covers three brands – Baú Bingo, Tele Sena Bet and Bet do Milhão – and applies to products across online and physical formats with a sports betting theme.
The move follows ongoing licensing activity in Brazil, where the SPA is overseeing the rollout of definitive fixed-odds betting licences. As of February 2025, 35 companies had received full authorisations, with a total of 69 firms holding either provisional or definitive status.
Good to know: Each definitive licence in Brazil requires a payment of R$30m ($5.4m) and allows the holder to operate up to three platforms under the regulated ‘.bet.br’ domain
TQJ-PAR’s approval under SIGAP process No 0055/2024 comes amid increased scrutiny of licensing compliance. In recent months, the SPA has also intensified enforcement actions, including the removal of more than 5,200 unlicensed gambling websites since October 2024 in coordination with Brazil’s National Telecommunications Agency (Anatel).
The regulatory framework for fixed-odds betting was set out in Law No 13,756 (2018) and further defined under Law No 14,790 (2023). Ordinances from the SPA guide implementation, covering operational security, responsible gambling measures and anti-money laundering controls.
The latest approval marks continued progress in Brazil’s transition toward a fully regulated sports betting market, following the official start of legal operations on 1 January 2025.
The Ministry of Finance is expected to continue issuing updates on additional licence holders as the review process advances.
