Gambling Regulatory Authority of Ireland publishes licence guidelines ahead of system launch

The Gambling Regulatory Authority of Ireland (GRAI) has published a set of licensing guidelines as it prepares to open up applications later this year.
The licensing guidelines are available on the GRAI website and explain the application process and expectations.
These include a 28-day Notice of Intention so the regulator is aware of the incoming application, an explanation of the documents needed for submission and the proposed fees.
Although there is no precise date for the expected launch of the licensing system in Ireland, the regulator is still confident it will happen ‘later this year.’
The initial wave of application licences will be focused on B2C operators, who may have land-based or online platforms.
Businesses that will operate under B2B, charity or philanthropic models will be delayed and handled at a later stage.
Good to know: Until this new system goes live, operators are encouraged to apply and renew licences under the current Revenue Commissioner under the Betting Act 1931 and the Gaming and Lotteries Act 1956
Lottery licences will continue to be handled by the District Courts and An Garda Síochána until a system is in place.
The GRAI has also confirmed it will publish information “soon” for certification laboratories that wish to test the standards of products.
The regulator has also had a busy summer so far, signing its third Memorandum of Understanding with European jurisdictions to strengthen its oversight.
