As reported by The Philippine Star, the Philippine Senate is set to conduct public hearings next week on the future of online gambling, amid growing concern over its social consequences.

Senator Erwin Tulfo, who chairs the Senate Games and Amusements Committee, confirmed he will convene discussions involving key stakeholders, including the Philippine Amusement and Gaming Corporation (PAGCOR), the Department of Finance (DOF) and representatives from the executive branch. The hearings aim to determine whether a complete prohibition or tighter regulation should be pursued.

Tulfo has voiced support for a nationwide ban on online gambling, citing harm to families, financial distress and increased school dropouts. He stated that while regulation remains the preferred approach of PAGCOR and the DOF, he hopes to rally committee members toward backing a total ban.

The senator, however, acknowledged doubts about law enforcement’s capacity to uphold a ban effectively, referring to repeated arrests that fail to deter illegal operators. He suggested that licensed physical casinos are easier to supervise, particularly in screening underage participants.

The debate follows a recent privilege speech by Senator Migz Zubiri, which reignited discussions around the industry’s social costs. A number of senators have since expressed support for banning online gambling, while others have noted the danger of linking gambling platforms with mobile wallets.

Several bills are already under consideration, either to impose stricter controls or to eliminate the industry altogether. Tulfo said community voices will also be heard, including parent, youth and church groups. He added that while economic considerations are valid, public health and family implications must not be ignored.
