KSA introduces new rules for online gambling licence applications from 2026
The Dutch regulator has updated its licensing policy ahead of the first renewals.

The Netherlands’ Gambling Authority (Kansspelautoriteit, KSA) has announced changes to its licensing rules for remote gambling, effective from 1 January 2026.
The revisions were introduced in preparation for the expiry of the first set of five-year licences, originally granted in September 2021 and due to end in October 2026.
Under the new rules, applicants will face additional obligations. All operators must now include documentation explaining how they intend to keep the regulator informed of material changes in policy or business operations.
They are also required to submit an “exit plan” detailing how gambling activities would be phased out if a permit is not renewed.
For operators already licensed in the Dutch market, the process of applying for a follow-up licence will involve a dedicated procedure.
This includes a reassessment of player protection measures, advertising and marketing policies, as well as a fresh integration test for the control database (CDB).
Any breaches or shortcomings over the past five years will need to be explained, alongside evidence of how lessons have been learned to prevent recurrence.
If the regulator is not satisfied, it may impose additional conditions or refuse renewal.

In terms of reliability assessments, the KSA has clarified that operators failing to comply with enforceable court rulings at the time of application will be deemed untrustworthy, which could lead to rejection.
Furthermore, applicants must provide a risk analysis under the Dutch Anti-Money Laundering and Anti-Terrorist Financing Act (WWFT).
