Gambling Commission Director of Policy speaks at Hospice Lotteries Association Conference

The Hospice Lotteries Association Conference is wrapping up today after three days of networking, speeches and exhibitions, and the Gambling Commission’s (GC) Director of Policy, Ian Angus, was one of those speaking on the final day.
He began by thanking all in attendance for the social good that their efforts bring about, pointing to the money raised by hospice lotteries and the vital community work that those funds are put to.
Angus went on to give an overview of the GC’s lottery data for the previous year, which colours and backs up financial data from 2023/24.
In that financial year, the social lottery proceeds were more than £1bn ($1.36bn) for the first time.
Leading into the central theme of his speech, compliance, Angus notes: “Not one of us can take the current health of the sector and the public good that comes from it for granted. It is this which makes your relationship with us – the Gambling Commission – so important. We are of course the regulator for all licensed lotteries in Great Britain, and so it is part of our role to set the rules for the sector and as far as possible, help you stay compliant with them.”
Good to know: Ian Angus has used strong language regarding compliance during his tenure with the GC, saying in a speech two years ago: “Where we find operators failing to meet our standards, we will continue to take unrelenting action”
The tone of Angus’ speech becomes sterner as he restates the crucial role public trust plays in both the work of the lotteries and the GC itself.
He reiterates that the objective of the GC is a collaborative relationship in order to facilitate compliance at the earliest possible opportunity.
Though he notes positive advances that have been made, he expresses his concern that: “Some operators are not reporting changes to key personnel.”
Angus closes the speech with the following comment: “Good communication in turn, will lead to better outcomes for all of you as lottery operators and for the communities up and down the country who rely on you. So let’s keep going. At the Commission, we intend to keep on engaging and providing you with advice and support where you need it. And in turn we need you to continue to meet our standards.”
