VGCCC launches inquiry to modernise and regulate bingo in Victoria

This initiative seeks to collaborate with industry stakeholders and the community to better understand sector challenges and enhance regulatory practices, ensuring bingo remains safe and fair.

The Victorian Gambling and Casino Control Commission (VGCCC) has announced an inquiry into the regulation of bingo, aiming to foster a fairer, more modern landscape for the game.

Bingo generates significant revenue, with reported earnings of AU$107m ($71m) in FY23. It also allocates a portion of its proceeds to fund charities.

Fran Thorn, Chair of the Commission, stated: “In recent years, the commercial bingo landscape has modernised, transitioning from traditional paper-based gameplay to electronic enhancements with substantial jackpots.

“Given this evolution, it is crucial for us to assess and address issues of fairness, integrity and the potential for gambling harm, particularly among at-risk groups such as seniors, First Nations communities, women and lower-income individuals.

“Despite regulatory oversight, we continue to receive reports and allegations of unlicensed operators and potentially fraudulent activities.”

With this in mind, the inquiry will evaluate whether current bingo regulations are adequate, examine the susceptibility of cash-based transactions to criminal activities and ensure that profits benefit community organisations.

Commissioner Thorn continued: "This inquiry is a chance to understand how bingo is evolving with technology and to ensure the game remains a valuable social outlet for many community members.

"We aim to identify risks, reduce potential harm and eliminate behaviours that threaten the game's integrity and fairness."

The VGCCC has invited all interested parties, including customers, industry participants, community organisations and concerned citizens to participate in the inquiry.

In related news, VGCCC fined BlueBet AU$50,000 for breaching gambling advertising regulations earlier in the year.
