Uzbekistan approves licensing framework for online gambling and lotteries

The licensing process includes stringent financial and technological requirements designed to ensure operator reliability and player protection.

Uzbekistan has unveiled a detailed regulatory framework for online gambling and lotteries, marking a significant shift in the country's approach to digital gaming activities.

The new regulations, approved by the Cabinet of Ministers on 6 December, are set to take effect from 1 January 2025.

The National Agency for Prospective Projects (NAPP) will serve as the primary licensing authority, issuing five-year licences for online gambling, betting and lottery operators.

Operators must meet substantial financial thresholds, with online gambling and betting platforms required to maintain an authorised capital of 56.25bn soums ($4.4m) and a reserve fund of 28.125bn soums. Lottery operators face slightly lower financial entry barriers.

Key regulatory provisions include mandatory use of Uzbekistan's national internet domain, certification of gaming software and comprehensive player verification processes.

The government will maintain a Unified State Register of Bets and Players to track and manage gambling activities.

Good to know: The regulations prohibit physical gambling venues – such as casinos or slot machine halls – except for locations selling lottery tickets

Strict participation restrictions are also implemented, with gambling prohibited for individuals under 18 and certain other restricted categories. The regulations also impose limitations on betting options, including bans on local events and youth sports betting.

NAPP will oversee compliance, with the ability to impose fines on non-compliant operators, including foreign entities offering services to Uzbek residents.

By 1 January 2025, the agency must finalise all regulatory documents and establish monitoring mechanisms, involving collaboration between the Ministry of Internal Affairs, Central Bank and Tax Committee.
