Holland’s gambling regulator, Kansspelautoriteit (KSA), has charged online casino operator Starscream with a formal order to cease illegal gambling operations in the nation or face weekly recurring fines of €280,000 ($321,700).

As per this latest regulatory action, Starscream could now be subject to a maximum penalty fee of €840,000 – equivalent to three weeks’ worth of penalty fees. Indeed, the KSA has found the company to be in breach of local laws pertaining to illegal online casino offerings being made available to Dutch players via rantcasino.com, sugarcasino.com and allstarzcasino.com.

Now, following an investigation into the activity, the regulator has concluded that inadequate blocking procedures allowed players in the Netherlands to engage with unregulated gambling offerings on the aforementioned sites. Subsequently, Starscream will now be forced to pay the €280,000 penalty for each week the sites are allowed to be in continuous operation.

It has been a busy start to Q2 2025 for the KSA, which announced at the start of the month an additional fine of €1.2m to Techno Offshore for illegal casino operations – followed by a fine of €734,000 to an unnamed operator for underage gambling prevention failures. Also in early April, the regulator announced it would be enhancing efforts to combat illegal gambling apps during 2025.

Last week, the KSA also imposed an identical weekly penalty order of €280,000 per week on Gamusoft, requiring the organisation – which handles skin-gambling for esports title Counter-Strike 2 – to cease offering illegal games of chance to players in the Netherlands.
