Spain takes steps to further regulate gambling and improve government involvement

The Spanish Gambling Policy Council has held a plenary session to discuss the state of gambling in the country.

It was led by Andrés Barragán Urbiola, Secretary General of Consumer Affairs and Gambling, and attended by representatives from different communities and cities, as well as the General State Administration.

Those attending the session approved the Agreement, which validates the 2024 Gambling Activity Report.

This report was created to show an accurate depiction of gambling in the country and can be accessed by public administrations, operators and the general public.

A proposal on measures to control online gambling and slot machines was also analysed at the meeting after being recently approved by the Joint Commission for the Study of Addiction Problems.

The Directorate General for the Regulation of Gambling (DGOJ) presented the results of a report into minors and land-based gambling, but no agreement was reached on how the sector should move forward and continue to collaborate with those outside of the immediate sector.

Good to know: This marks the first report unanimously approved by everyone “with competence in the matter,” according to the Gambling Policy Council

The Council also showed interest in the Cooper platform, which is being developed to strengthen cooperation between different government administrations.

Finally, the meeting discussed recent changes to the Royal Decrees, specifically Royal Decree 1614/2011, Law 13/2011 and Royal Decree 176/2023.

These oversee gambling licences and registrations, joint deposit limits per player and safer gaming environments, respectively.

The Gambling Policy Council isn’t the only group meeting under the watchful eye of DGOJ, as the Responsible Gambling Advisory Council met a few weeks ago to discuss long-term plans for the promotion of safer gambling practices.
