Isle of Man bans Mr Phua Cheng Wan from gambling sector

The Isle of Man Gambling Supervision Commission (the Commission) has issued a prohibition against Mr Phua Cheng Wan, preventing him from undertaking any role or function within the regulated gambling sector in the Isle of Man.

The decision has been made under section 19(1) of the Gambling (Anti-Money Laundering and Countering the Financing of Terrorism) Act 2018 (GAMLA).

Mr Phua was the ultimate beneficial owner of Boldwood Software Limited, which held a licence from the Commission between 21 November 2022 and 14 May 2025.

The licence was surrendered following the issue of a Notice and Enforcement Report by the Commission, ahead of a scheduled meeting in June 2025 to consider cancellation.

The Commission’s investigation focused on whether Mr Phua met the integrity standards required by section 4(2) of the Online Gambling Regulation Act 2001, which requires licensees to be under the control of individuals of integrity.

Open-source material reviewed during the investigation indicated associations between Mr Phua and individuals described as ‘bad actors.’ While Mr Phua has not been convicted of any offence, the Commission came to the conclusion that his links to criminal elements were enough to raise concerns.

The prohibition remains in effect indefinitely unless varied or revoked by the Commission at Mr Phua’s request. Mr Phua engaged with the Commission during the process, which resulted in a timely conclusion.

This action reaffirms the Isle of Man Gambling Supervision Commission’s regulatory duties, reinforcing compliance expectations and clarifying the scope of its jurisdiction.
