Philippines set to become Asia’s second-largest gaming market

The Philippines is expected to become the second-largest gaming market in Asia after Macau, with gross gaming revenue (GGR) forecast to surpass US$7bn in 2025. This was stated by Newport World Resorts President and Chief Executive Nilo Thaddeus Rodriguez during the Inside Asian Gaming Expo held in Pasay City, as reported by The Manila Times.
Rodriguez pointed to improved tourism, increased investor interest and the continued rise of online gaming as contributing factors to the sector’s expansion. In 2024, international tourist arrivals reached 5.95 million and generated US$13.46bn in spending, marking a 9% rise compared to the previous year.
According to Rodriguez, digital platforms have played a central role in this growth. Online gaming contributed 41.5% of GGR in 2024 and grew to 53% in the first half of 2025, bringing in US$2bn in revenue. He attributed this shift to regulatory adjustments made by the Philippine Amusement and Gaming Corporation (PAGCOR), including reduced licensing fees and stricter compliance requirements.

Despite the strong performance of eGames, Rodriguez maintained that land-based integrated resorts continue to drive tourism and economic activity. He confirmed that Newport World Resorts is proceeding with its US$1.25bn Westside City development, which will feature over 2,500 hotel rooms, 2,000 gaming units, theatre venues and dining outlets. The project is scheduled to open in the third quarter of 2026.
Rodriguez also noted that the company remains focused on entertainment and local job creation, with 14,000 positions currently supported. He acknowledged ongoing challenges such as infrastructure limitations and hotel room shortages, but expressed confidence in the country’s long-term potential as a regional gaming hub.
