PAGCOR Chair urges stronger collaboration on problem gambling mitigation

The Philippine Amusement and Gaming Corporation (PAGCOR) has reaffirmed its commitment to tackling problem gambling through cross-sector collaboration and regulatory enforcement.
Speaking at the 2nd International Conference on Responsible Gambling and Addiction held in Quezon City, Chairman and CEO Alejandro H Tengco called for a “whole-of-society approach” to address the growing risks of gambling-related harm.
Tengco underscored the importance of partnerships among regulators, operators, healthcare professionals and academics to reduce the financial and social consequences associated with gambling addiction.
Tengco said: “Gaming has inherent social risks, but with the right safeguards and collaboration among all sectors, we can ensure the safety and well-being of our players.”

Chairman Tengco cited key ongoing initiatives, including a Responsible Gaming Program that enables both self- and family-initiated player exclusion, as well as partnerships with rehabilitation centres.
Further safeguards include the automatic exclusion of minors, students and active government employees from gaming venues, alongside stricter oversight on gambling advertisements.
PAGCOR has also engaged in regulatory enforcement, most recently issuing public advisories against operators involved in unauthorised or deceptive activities.
Today, PAGCOR also renewed its warning about fraudulent gaming licences following reports of fake certifications linked to the “Lucky 7 Bet Lottery Platform”.
While Lucky 7 Bingo Corporation is licensed to operate physical E-Games venues, PAGCOR confirmed it holds no offshore or online betting permissions. No offshore licences have been issued since the regulatory ban took effect in December 2024.
