The Australian Communications and Media Authority (ACMA) has issued formal warnings to two Curaçao-based gambling operators for breaching Australia’s Interactive Gambling Act 2001 (IGA).

Hollycorn N.V., operator of the Neospin service, received a warning on 16 April 2025 following an investigation that commenced on 24 February 2025.

The service was found to have provided unlicensed regulated interactive gambling services to Australian customers.

According to ACMA’s findings, Neospin offered betting services, including in-play betting, to customers physically present in Australia without holding the required Australian state or territory licence.

The warning cites contraventions of subsection 15AA(3) of the IGA, which prohibits the provision of regulated interactive gambling services with an Australian customer link unless the operator holds appropriate local licensing.

Separately, Dama N.V., which operates Spirit Casino, received a formal warning on 26 March 2025.

ACMA’s investigation, initiated in January 2025, determined that the service provided prohibited interactive gambling services through spiritcasino.com.

The platform offered casino-style games of chance and mixed chance and skill for money to Australian users, violating subsection 15(2A) of the IGA.

These enforcement actions continue ACMA’s intensified regulatory approach in 2025. During the first quarter alone, the Authority completed 22 investigations, identifying breaches in every case, and referred 61 websites for ISP blocking while issuing multiple formal warnings to various operators.
