European Casino Association publishes manifesto to support EU goals and combat illegal gambling

The European Casino Association (ECA) has introduced a new manifesto aimed at addressing regulatory challenges and supporting the European Union’s policy goals for 2025–2029.
The manifesto focuses on consumer protection, combating illegal gambling and promoting economic growth within the legal, land-based casino industry.
The ECA estimates that illegal gambling operators generate €32bn ($33bn) in online revenue and €10bn in land-based gaming revenue annually across EU member states.
These unlicensed activities are reported to deprive governments of over €10bn in tax revenues while undermining consumer protections and regulatory standards.
The manifesto outlines three main pillars – Support, Protect and Promote – designed to align with EU priorities.
The association pledges to assist policymakers in ensuring a safe and well-regulated gambling environment, stressing the need for stricter enforcement against unlicensed operators.
ECA Chair Erwin van Lambaart stated: “This document reflects our commitment to supporting the EU and Member States’ efforts to uphold a regulated and responsible land-based casino sector. We call on policymakers to collaborate with us in safeguarding the integrity of the gaming industry against illegal operators while fostering economic growth and protecting consumers.”
The ECA also advocates for reinforcing anti-money laundering (AML) regulations and improving enforcement mechanisms.

The manifesto supports the implementation of the EU’s Digital Services Act to prevent illegal gambling advertising through online platforms and urges policymakers to strengthen Europol’s role in combating financial crimes.
In November 2024. the ECA announced a strategic supplier partnership with Aristocrat Gaming, IGT, Light & Wonder and Novomatic.
The initiative aims to promote responsible practices, improve security and enhance industry standards through collaboration with key suppliers.
