Digital disruption discussed at first Asia-Pacific Regulators’ Forum

The first Asia-Pacific Regulators’ Forum has taken place in Manila.
Wilma Eisma, President and COO of the Philippine Amusement and Gaming Corporation (PAGCOR) gave a keynote speech at the event, during which figures from regulatory bodies across the region discussed digital disruption in the gaming industry.
The landmark event was hosted by PAGCOR at Newport World Resorts in the country’s gaming capital.
As well as regulators, representatives from operators and various other stakeholders in the industry attended to discuss major sector-specific challenges around player protection and financial integrity.
In her address, Eisma said: “In the Philippines, electronic gaming has become a significant growth driver and PAGCOR has responded with initiatives that ensure accountability, security and consumer protection while allowing the industry to thrive responsibly.”
Good to know: According to the Newport World Resorts President and CEO Nilo Thaddeus Rodriguez, the Philippines is due to become the second-largest gaming market in Asia this year, with GGR estimated to exceed $7bn for 2025
She also went on to explain how the new technologies and platforms that are coming to dominate the industry bring with them new tests for traditional forms of regulatory oversight.
The PAGCOR President detailed some of the reforms introduced by PAGCOR in attempts to keep pace with digitisation and expressed the need to continue in this vein.
PAGCOR are hoping the event will go on to become an annual fixture in the Asia-Pacific gambling calendar, and the expanded 2026 event is already in the planning phase.
