Cathy Judd-Stein is a veteran in public policy with years of legal and regulatory experience under her belt. Her career has spanned over three decades and ultimately led to her becoming the Chair of the Massachusetts Gaming Commission in 2019; a position she held for many years before leaving in March 2024.

MAJOR ACHIEVEMENTS

With a career in law that has seen her serving the state of Massachusetts for many years, Judd-Stein has worked her way up the legal ladder and has held many different roles throughout her life. 

Her career has seen her aiding five consecutive gubernatorial administrations. Most recently, this entailed working as the Deputy Chief Legal Counsel at the Office of Massachusetts where she offered guidance to Governor Charlie Baker and Lieutenant Governor Karyn Polito on a range of matters. Judd-Stein’s knowledge and expertise culminated in her being appointed as the Chair of the Massachusetts Gaming Commission. 

EMPLOYMENT

Judd-Stein’s professional career began in full force in 2000 when she undertook the role of Deputy Legal Counsel for the Commonwealth of Massachusetts. She held this role for just shy of seven years before taking on additional responsibilities as the Executive Director and as part of the Judicial Nominating Commission between 2007 and 2008.  

In May 2011, Judd-Stein’s career took her to Braintree, Massachusetts, where she worked as Assistant Executive Director and Director of Policy and Special Counsel for the Massachusetts State Lottery Commission. Judd-Stein held this position for two and a half years before moving on in November 2013. 

The next move in her career saw her back to the city of Boston to take on the position of General Counsel. Here she worked once more at the Commonwealth of Massachusetts, only this time, higher up in the legal ranks. She held this position until January 2015. 

Throughout much of this time, Judd-Stein was working as a Lecturer alongside the legal roles that she held. From 2007 to 2015, Judd-Stein taught Ethics and Public Policy at the University of Massachusetts, Boston.  

Shortly before stepping down from her role as Lecturer, Judd-Stein took on a new position as the Deputy Chief Legal Counsel at the Office of Massachusetts. In this position, she offered guidance to Governor Charlie Baker and Lieutenant Governor Karyn Polito on a huge of legal matters. She held this position for four years between 2015 and 2019. 

Finally, in February of 2019, Judd-Stein was appointed as the Chair of the Massachusetts Gaming Commission. In this role, she led the Commission for many years as iGaming and sports betting regulation continued to mature in the US, before stepping down in March 2024.  

Since then, she has gone on to work as a Regulatory Consultant and a Responsible Online Gaming Association Advisory Committee Member.

Interviews and public speeches

Judd-Stein took part in the CEO Special of Gambling Insider magazine 2024, where she discussed overseeing the launch of a legalised sports betting market and leading – via Zoom – through a global pandemic.
