MAJOR ACHIEVEMENTS
One of Moore’s most notable achievements was his role in structuring the tax-free spin-off of GLPI from Penn National Gaming (now Penn Entertainment) in 2013. This complex transaction, which was carried out after securing a Private Letter Ruling from the IRS, established GLPI as an independent real estate investment trust.
EMPLOYMENT
Moore began his career at Ballard Spahr in Philadelphia, where he served as Senior Counsel. In this role, he provided legal guidance on various corporate matters, including mergers and acquisitions, debt and equity financings and fund formation.
His experience advising both public and private clients on complex strategic transactions laid the foundation for his later success in corporate law and operations within the gaming and real estate sectors.
In 2010, Moore transitioned to Penn National Gaming, where he served as Assistant General Counsel. At Penn, Moore was involved in a wide array of mergers, acquisitions and securities matters.
During his time there, he was part of the management team that structured the spin-out of GLPI in 2013, a move that redefined Penn National's business model and marked Moore’s first major role in shaping the future of GLPI.
His contributions in handling the regulatory and legal complexities of this transaction were crucial in the successful formation of GLPI.
Following the spin-out, Moore joined Gaming and Leisure Properties in January 2014 as SVP, General Counsel and Secretary. At GLPI, Moore's legal and strategic leadership helped the company grow from owning 17 properties with a single tenant to holding 61 properties across multiple states by 2024.
His responsibilities included overseeing all legal functions, regulatory compliance and corporate governance, as well as handling capital market transactions and negotiating mergers and acquisitions.
Moore’s work ensured that GLPI remained compliant with gaming regulations and SEC requirements, while also expanding its operations and solidifying relationships with key tenants such as PENN Entertainment, Caesars and Boyd Gaming.
In September 2024, Moore was promoted to President while continuing to serve as COO and General Counsel. As President, Moore now oversees all aspects of GLPI’s operations and legal strategy, leading the company in executing its growth and expansion plans.
He continues to report directly to the company’s Chairman and CEO, Peter Carlino, as he helps drive GLPI’s next phase of development, which includes strategic real estate transactions and innovative tenant structures. His ongoing leadership and legal expertise remain integral to the company’s continued success in the competitive REIT and gaming markets.
