Suzy Neilan has been appointed CEO of the Victorian Gambling and Casino Control Commission (VGCCC), with her tenure commencing on 1 April 2025. With nearly two decades of experience across both the public and private sectors, she has built a strong reputation in regulatory leadership, digital transformation and legislative reform.

Major Achievements

Neilan has spent much of her career overseeing large-scale legislative and digital transformation projects in highly regulated environments. Between 2021 – 2025, she served as Executive Director of Strategy at the Environment Protection Authority Victoria (EPA), where she was responsible for driving strategic initiatives, modernising systems, and strengthening regulatory policies. She was also called upon to act as CEO during key transitional periods, providing stability and leadership at critical moments. 

She has held senior leadership roles in compliance and enforcement, including her time as Executive Director of Service Delivery at the Victorian Building Authority. There, she played a central role in improving regulatory processes and enhancing service delivery. Before that, as General Manager of Infringement Management Enforcement Services at Tenix Solutions, she managed outsourced enforcement contracts for the former Department of Justice, ensuring the integrity of Victoria’s regulatory systems. 

Outside of her professional commitments, Neilan is known for her dedication to community service and her passion for mentoring emerging leaders.

Awards

In 2024, she was honoured as one of the Top 50 Public Sector Women by the Institute of Public Administration Australia (IPAA) Victoria.

Employment

Prior to joining the VGCCC, Neilan served as the Executive Director of Strategy at the Environment Protection Authority Victoria (EPA), a role she held for over three and a half years. During her tenure at the EPA, she also undertook periods as acting CEO, demonstrating her capability in steering the organisation through strategic initiatives and operational challenges. 

Before her tenure at the EPA, Neilan was the Executive Director of Service Delivery at the Victorian Building Authority. In this capacity, she oversaw critical functions such as licensing and registration, customer service and quality assurance. 

Neilan’s career also includes significant experience in the private sector. She spent six years with Tenix Solutions. As General Manager of Infringement Management Enforcement Services, she managed outsourced systems and services contracts for the former Department of Justice.
