KSA appoints Marjolein Hoogland and Ingmar Franken to Advisory Board
They will sit alongside Chair Anita Vegter.

The Dutch gaming regulator, Kansspelautoriteit (KSA), has appointed two new faces to its Advisory Board.
Prof. Dr. Ingmar Franken is a professor at Erasmus University Rotterdam teaching Clinical Psychology, and also the Head of the Centre for Addiction and Substance Research (CESAROpent external) in Rotterdam. His career is extensive, having begun as a psychologist in 1994, working for bodies including Erasmus and Antes.
Hoogland, meanwhile, is National Chief Advocate General of Ressortsparket, the Dutch court of appeal. She has also held roles as Deputy Chief Public Prosecutor at the District Public Prosecutor’s Office in The Hague.
Both Hoogland and Franken will hold their roles for three years, with the two joining the Board 11 years after its inception. They join the Chair of the Advisory Board, Anita Vegter, alongside other council members, Haiko van der Voort and Peter Kerkhof.
The news comes as the Netherlands continues to grapple with the impact of increased gaming taxes on legal betting. The rise in taxes has been linked to a drop in players on legal sites and an increase in illegal gaming traffic, with the increase resulting in taxes coming up €30m ($34.6m) short in the first half of 2025.
It also follows the recent expansion of the regulator’s appointment of Jaap Wieland to the Objections Advisory Committee. He will also hold the position for three years.
