Ng Wai Han was appointed as the first female Director of Macau’s Gaming Inspection and Coordination Bureau (DICJ). Her appointment marks a significant milestone in the DICJ’s history. Effective immediately, her one-year term reflects her professionalism and competence, making her an important figure in shaping the future of Macau’s gaming industry.
EMPLOYMENT
Ng Wai Han's career in public service has been marked by steady advancement through senior roles. She began her long tenure at the Labour Affairs Bureau, where she served in various leadership capacities from 1999 to 2017. In particular, her role as Acting Deputy Director demonstrated her skill in managing complex administrative responsibilities.
In 2017, Ng transitioned to the Public Administration and Civil Service Bureau, where she worked as Deputy Director before being appointed as the bureau’s Director in September 2023. Her leadership in both of these bureaus earned her a reputation for professionalism and competence, which were factors in her selection as the head of the Gaming Inspection and Coordination Bureau.
Her legal background, including a Bachelor of Laws and a Master’s Degree in Criminal Law, provides a strong foundation for overseeing the regulatory framework of Macau's gaming industry. Ng’s appointment to the DICJ coincides with broader reforms in the gaming sector, which are focused on the transition of satellite casinos and the growth of non-gaming investments in the region.
Her latest appointment marks the final step in the overhaul of the DICJ’s leadership. The Director role had been unfilled since 20 December, following Adriano Marques Ho’s move to head Macau Customs. In the interim, Deputy Director Lio Chi Chong had been acting in the role. Lei Seak Chio, who previously worked at DSAL like Ng, was appointed as one of DICJ’s Deputy Directors in February. He replaced Peter Chui in the role.
Secretary for Economy and Finance Tai Kin Ip named Ng Wai Han to the role through an official notice published in the Official Gazette. The decision highlighted her “professional competence and aptitude” as decisive factors in the appointment.
Ng’s one-year term began immediately on 7 May 2025, following the formal announcement. In her speech, Ng outlined that her primary focus will be ensuring the gaming industry’s healthy and orderly development in line with legal frameworks. She also stressed the importance of capitalising on growth opportunities, harnessing Macau’s distinct advantages, focusing on moderate industry diversification and strengthening the city’s position as the global hub for tourism and leisure.
