MAJOR ACHIEVEMENTS
Libreri holds ICA Diplomas in both Anti-Money Laundering/Countering the Financing of Terrorism and in Governance, Risk and Compliance. She’s also participated in outreach activities and training initiatives across the Isle of Man and abroad, including technical support work with the Council of Europe in Serbia.
Throughout her career, Libreri has served on regulatory panels and has contributed to the development of supervisory systems tailored to complex risks, including those associated with blockchain and virtual assets. She is also heavily trained and certified in the field of blockchain analysis.
EMPLOYMENT
Nicola Libreri began her professional career in 2004 as Office Manager and Exam Co-ordinator at Include CFBT, where she coordinated teams of education specialists, managed AQA exam entries and oversaw finance and administrative functions. She also delivered English instruction to excluded students and worked with professionals on referrals and inclusion strategies.
In 2005, she joined Crossroads Care as Executive Officer. Here, she played a role in senior management, overseeing organisational compliance with the Regulation of Care Act for both children's and adult services. Further, she supported board governance, developed new policy frameworks and led projects involving diversifying funding streams. Her work built strong relationships across internal teams and external stakeholders.
Next, Libreri served as a Board Member for the Council of Voluntary Organisations Isle of Man from 2011 to 2017. In this voluntary role, she focused on the interests of the third sector and worked with statutory agencies to ensure non-profit voices were heard in shaping community policy.
In 2018, Libreri transitioned to the Isle of Man Gambling Supervision Commission (GSC) as a Gambling Inspector. There, she conducted compliance assessments and developed expertise in online gambling regulations. In 2020, she became the Commission’s Legislation and Policy Specialist, where she worked with senior leaders to draft and maintain regulatory policy, represent the GSC internationally and support legislative alignment.
By 2023, she was promoted to Senior Inspector for AML/CFT Inspections, supervising licensed entities for financial crime risk. Later that year, she became Acting Director of AML Inspections and Enforcement. In this role, she led inspections and directed enforcement strategy. She then briefly returned to a Senior Inspector post from November 2024 to April 2025, continuing to focus on strategic policy development and compliance.
Nicola Libreri was subsequently appointed as Deputy CEO of the GSC in April 2025. In her current role, she leads the Commission’s AML/CFT efforts, advances regulatory oversight strategies and coordinates with agencies to address emerging threats.
Libreri’s next chapter as Deputy CEO will centre on regulatory efforts, AML/CFT compliance among licensees and the Island’s gambling framework. Her role will be critical in ensuring that the Isle of Man remains ahead of the curve with jurisdictional safety and transparency.
