With over two decades of experience in tribal gaming law, regulation and governance, Kimberlee Dunlop’s extensive expertise has led her to the role of Chief Operating Officer at Seneca Gaming Corporation. Throughout her career, she has spent years advising the tribal gaming industry and holds a deep understanding of tribal policy and business operations.

MAJOR ACHIEVEMENTS

While serving as legal Counsel to the Seneca Gaming Corporation Board of Directors for five years, Dunlop provided critical advice on corporate governance and strategic implementation. Further, she also held a Board position at Seneca Gaming Corporation between 2013 and 2016, contributing to high-level decision-making and improving the company’s development.  

More recently, Dunlop confirmed she completed the University of Pennsylvania Wharton’s Global C-Suite Program in December 2024. Here, she got to complete modules in M&A, Leading Complex Initiatives and Executive Presence and Influence.

EMPLOYMENT

Throughout her two-decade-long career, Dunlop has consistently pushed to improve tribal law and governance, with a specific focus on gaming regulation.  

After graduating from the University of Buffalo School of Law in 2003, Dunlop began working as an Associate at Nordhaus Haltom Taylor Taradash & Bladh LLP for a year and a half. Following on from this, she moved on to a more long-term Associate role at Holland & Knight LLP in 2005 – a position which she would retain for over five years.  

After leaving Holland & Knight, Dunlop would begin a 10-year stint as a self-employed legal consultant in 2010 – an endeavour which she would continue to pursue until the summer of 2020.  

From 2013 to 2016, Dunlop served on the Board of Directors at Seneca Gaming Corporation. During her time on the Board, she held the roles of Corporate Secretary and Audit Committee member. Indeed, her responsibilities during this time included providing legal counsel to the Board, as well as offering sound legal advice on key operational matters. She would hold this position until 2016, before focusing on her business as a Consultant.

In August 2020, Dunlop would return to Seneca Gaming Corporation as Cousel to the Board of Directors, a position she would hold for almost five years. As this anniversary approached, Dunlop was asked to step in as Interim Chief Operating Officer, while still retaining her position as Counsel to the Board. In her expanded role, she is responsible for overseeing the company’s operational efficiency and strategic implementation, while continuing to guide the Board on governance issues.  

In May 2025, Dunlop was finally announced as the permanent COO of Seneca Gaming Corporation
