MAJOR ACHIEVEMENTS
Mullally’s career is highlighted by his development of the world’s first government-administered self-exclusion program, an initiative that has since become a model for responsible gaming worldwide. He has advised governments across multiple jurisdictions on regulatory reforms and authored key academic resources on gaming policy implementation.
EMPLOYMENT
Mullally began his career in public service as a Legislative Assistant to Missouri State Senator Harry Wiggins in 1981. Over the next three years, he conducted policy research, drafted legislation and prepared speeches that shaped economic and public policies for the state of Missouri.
By 1984, he was promoted to Chief of Staff for Senator Wiggins, where he managed legislative strategies and oversaw daily operations for nearly a decade.
In 1993, Mullally joined the Missouri Gaming Commission as Deputy Director for Legal and Legislative Affairs. In this role, he spearheaded policy reforms and regulatory frameworks, including the introduction of the first self-exclusion program for problem gamblers.
Promoted to Executive Director in 2000, Mullally led the Commission through a period of rapid growth and modernisation, overseeing regulatory compliance and managing daily operations until 2006.
Following his tenure with the Missouri Gaming Commission, Mullally transitioned to the private sector in 2006, becoming General Counsel and Director of Government Relations for Gaming Laboratories International (GLI).
Over the next seven years, he provided legal counsel, managed risk policies, and built partnerships with regulatory bodies worldwide. By 2013, he was elevated to VP of Government Relations and General Counsel at GLI.
In this expanded role, Mullally oversaw international legal strategies, supervised external counsel and developed compliance frameworks that became industry standards. He remained with GLI until August 2023, guiding the company through regulatory changes and strengthening its position as a global leader in gaming certification.
In June 2023, Mullally assumed a confidential executive role, focusing on gaming regulation and legislative policy implementation. By September 2023, he was appointed CEO of the General Commercial Gaming Regulatory Authority in Abu Dhabi, where he currently leads regulatory oversight and policy development to help shape the future of gaming governance in the region.
Mullally is a member of the International Association of Gaming Regulators and the International Masters of Gaming Law. He also serves on the Board of Trustees for the International Association of Gaming Advisors.
