MAJOR ACHIEVEMENTS
Victoria Corbishley has built a distinguished career at the intersection of health, innovation and public service, delivering large-scale transformation across the NHS and voluntary sector. Her leadership has driven systemic change in complex environments, from overseeing national performance frameworks in NHS Midlands and East to spearheading the design and delivery of integrated care models through the NHS vanguard programme. Additionally, as Director of Transformation at the Eastern Academic Health Science Network, she played a pivotal role in scaling healthtech solutions and improving care outcomes.
In the voluntary sector, Corbishley led critical health and crisis response efforts as Senior Director at the British Red Cross, enhancing operational delivery and strategy for community services across the UK. Her governance expertise has also shaped mental health and youth charities, including The Brandon Centre, where she served as Vice Chair. Now, as CEO of GamCare, Corbishley is championing a person-centred approach to gambling harm support, leading the charity’s expansion of treatment, outreach and education at a national scale.
EMPLOYMENT
A qualified accountant with a Certificate in Management from London Business School, Corbishley began her professional journey in the private sector. Between 2000 and 2004, she worked as a management consultant with PwC and IBM, leading projects in financial systems reform, cost improvement and large-scale IT programme delivery for clients in the communications and public sectors.
Her own move into the public sector began at Monitor, the independent regulator of NHS foundation trusts. Over four years, she held senior roles including Senior Compliance Manager and Policy Advisor, building regulatory frameworks and governance tools while supporting NHS organisations through periods of financial scrutiny and service transformation. This laid the groundwork for her next decade of roles within the NHS and broader healthcare landscape.
From 2009 to 2016, Corbishley held several senior positions within NHS England and local health systems, including Deputy Director of Performance and Operations at NHS Midlands and East, and later Head of New Models of Care at NHS England. In these roles, she led major change management initiatives across acute, community and primary care systems, often under challenging performance and budgetary conditions. Throughout her time, she played an instrumental role in helping to design and implement integrated care models across the country.
Following her tenure at NHS England, she joined the Eastern Academic Health Science Network as Director of Transformation. There, Corbishley worked closely with healthtech innovators, brokering partnerships between the public sector and technology providers to scale up effective, evidence-based interventions.
Between 2019 and 2023, Corbishley held concurrent leadership roles, including Chief Innovation Officer at Brunel Partners Academic Centre for Health Sciences, and Vice Chair at The Brandon Centre, a mental health and wellbeing charity for young people. These positions reflected her growing commitment to both innovation in care and governance within the third sector. At the British Red Cross, where she served as UK Director of Health and Local Crisis Response and later as Senior Director of Health and Care, she led large-scale humanitarian responses and national care programmes, reinforcing her expertise in crisis management, operational delivery and systemic improvement.
Ultimately, in April 2025, Corbishley was appointed as GamCare’s new CEO. At the helm of GamCare, she leads the organisation to help individuals affected by gambling harms. Under her leadership, GamCare is will seek to deepen its partnerships across the NHS, local authorities and voluntary sector, while expanding treatment pathways and education programmes.
Speaking on Corbishley’s appointment, Margot Daly, Chair of the Board, said: “As GamCare navigates the evolving landscape, Victoria’s leadership will be instrumental in strengthening our collaborations with the NHS as well as UKRI and OHID as the new prevention commissioner. Her strategic mindset, operational expertise and commitment to innovation align perfectly with our mission. I look forward to working with Victoria as we continue to expand GamCare’s impact and ensure our services remain responsive to the needs of those we support.”
Also speaking on her new role, Corbishley added:
“I am honoured to join GamCare at this crucial time. Last year alone, GamCare’s National Gambling Helpline received over 55,000 calls and online chats. The charity also directly delivered more than 9,100 structured treatment sessions, referred over 7,100 individuals to other regional support providers and 64,000 people participated in the charity’s education programmes. These numbers highlight the essential role GamCare plays in supporting those affected by gambling harms, and reinforce our commitment to accessible, high-quality care. “My focus will be on ensuring GamCare remains a leader in delivering life-changing interventions while working closely with partners across the NHS and wider sector to shape the future of gambling harm prevention treatment.” Victoria Corbishley
