After being voted through by the Brazilian Chamber of Deputies in the Senate’s Constitution and Justice Committee (CCJ) last summer, Bill 2,234/2022, which seeks to regulate land-based casino, bingo and horseracing, will now be presented before the nation’s senate as part of a hearing tomorrow.  

The bill states the authorisation of integrated casinos at either tourist centres, leisure resorts or hotels with over 100 rooms and represents another potentially significant step forwards for the Brazilian gambling industry; following the regulation of iGaming and sports wagering in January. 

In more detail, the bill underlines the authorisation for one casino location per state in the Federal District of Brazil, with the exception of São Paulo – which will be allowed three – and Rio de Janeiro, Minas Gerais, Amazonas and Pará – which will each be allowed two.  

Elsewhere, the bingo legislation proposed as part of the bill specifies regulation for both the online and land-based forms of the game, with one hall per municipality and – in more populated urban areas – one hall per 150,000 residents. Applicants for the operation of said halls must ensure they can prove a minimum paid-up share capital of BR 10m ($1.83m). Successful licencees will be able to operate the halls for up to 25 years, with a renewability clause available for an additional 25-year period.  

Good to know: The bill also outlines the regulation of riverboat casinos for vessels with 50+ rooms, with the number of casinos being delegated by river-length and frequency  

Slot machines will also be regulated as part of the proposal, should the bill pass, with each machine having to be registered with the government and subject to regular audits. Elsewhere, one animal game operator per 700,000 residents will be permitted in each Brazilian state or Federal District – with horseracing organisations accredited by the Ministry of Agriculture becoming authorised to operate the sport.  

Recent related regulatory news out of the nation saw the Brazilian Senate also approve a new bill to restrict gambling advertising in May, spelling the outlawing of athlete, influencer or celebrity endorsements – among other changes.
