As Chairman of the State Enterprise Management Agency in 2005, he led changes that increased the government’s budget by 250%. He managed a team of 88 people and gave the government expert advice on major business deals.
The following year, David served as the First Deputy Minister at the Ministry of Economy and Sustainable Development. He was in charge of important plans for transport and communications. During his six-year tenure, he also represented Georgia in major international talks and managed a staff of 220 people.
